Administration of Developer Technical Assistance and Flexible Predevelopment Loan Programs
The City of Boston, through the Mayor’s Office of Housing (MOH), seeks to provide grant
funding to a progressive financial institution with the expertise and capacity to create and
administer technical assistance and predevelopment loan programs to support developers in
successfully responding to MOH-issued Requests for Proposals for City-owned development
opportunity sites.
The selected institution will be expected to (1) either directly administer technical assistance or initiate, execute, and manage the administration of contracts with qualified service providers; and (2) administer a predevelopment loan program and leverage additional sources of funding to support development teams with the costs of predevelopment activities.
The RFP will be available beginning April 10, 2023, at 9:00 am from the City’s purchasing
website, Supplier Portal (www.boston.gov/procurement)
The city will host an Applicants’ Conference via teleconference on April 24, 2023, at 11:00 am.
Attendance is not mandatory but is highly encouraged. Proposers interested in the
teleconference should contact the Program Manager.
Completed proposal responses must be as specified and electronically submitted by May 12,
2023, no later than 4:00 pm.
