ATTENDANCE

On March 29, 2023 Governor Healy approved an extension to remote and hybrid meeting options for public bodies established under Former Governor Baker's Executive Order of March 12, 2020 Suspending Certain Provisions of the Open Meeting Law through March 31, 2025. The Public Facilities Commission (PFC) will continue to conduct its meetings virtually. This enables the PFC to conduct its usual business while adhering to public health recommendations and ensuring public access to its deliberations through adequate, alternative means.

These practices in effect since May 11, 2020, will remain in effect until further notice. Updates to these practices will be posted as appropriate.

    Amendment to the vote of January 18, 2023: Regarding a contract with Anser Advisory Management LLC to provide owner project manager services (OPM) associated with the 2021 Massachusetts School Building Authority’s (MSBA) Accelerated Repairs Program (ARP) project at four (4) Boston Public Schools located in Roxbury and Dorchester.
     
    Time Extension and Increase of $544,487
     
    That the vote of this Commission at its meeting of April 15, 2022 and, thereafter, amended on January 18, 2023, regarding a contract with Anser Advisory Management LLC to provide owner project manager services (OPM) associated with the 2021 Massachusetts School Building Authority’s (MSBA) Accelerated Repairs Program (ARP) project at four (4) Boston Public Schools located at:

    be, and hereby is, amended as follows:
     
    By deleting the following words and figures: “July 8, 2023, at a cost not to exceed $265,356, including $214,240 for additional services” and substituting in place thereof the following words and figures: “March 20, 2025, at an amended total cost not to exceed $809,843, including $544,487 for additional basic fee services.”
     
    The Director is, also, authorized to execute such contract amendment, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.

    The Director is, also, authorized to execute such contract amendment, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.
     
  3. VOTE 3: Alistair Lucks, Project Manager II
     
    Contracts to various designers: To provide house doctor consulting services for various City facilities, projects and/or sites. Design consulting services will be performed on an as-needed-basis from July 1, 2023 through June 30, 2028.
     
    Contract Price: $5,000,000 (general architecture) maximum amount per contract for a five-year period.
     
    That the Director be, and hereby is, authorized to request from the Mayor, in the name and on behalf of the Commission, written authority to award a contract, pursuant to a publicly advertised request for qualifications under M.G.L. c.7C, sections 44-57 with advertisements appearing in the Boston Globe, City Record and in COMMBUYS on January 2, 2023, and in the Central Register on January 4, 2023, for Fiscal Years 2024 through 2028, for house doctor consulting services for various City facilities, projects and/or sites to be performed on an as-needed-basis. Services include investigating, evaluating and preparing certifiable assessments, studies and/or final design and construction administration services for renovation, alteration, modernization and additions to various City facilities, projects and/or sites.

    CERTIFICATE OF AUTHORITY
     
    By this writing, signed by a majority of its members and filed with the Secretary, the City of Boston Public Facilities Commission, upon written recommendation of the Director for the Public Facilities Department, does hereby vote:
     
    VOTED: “Subject to the approval of the Mayor, that in accordance with the provisions of Sections 2 and 3(ii)(v) of Chapter 642 of the Acts of 1966, the Public Facilities Commission does hereby authorize and direct the following named individuals, in the name and on behalf of the Commission, to execute and deliver such documents, instruments and certificates as may be deemed necessary or appropriate by such named individuals relating to the Public Facilities Commission’s approved acquisition or conveyance of real property or to the discharge, satisfaction, subordination or termination of instruments of record which have been recorded with the Suffolk County Registry of Deeds or filed for registration with the Suffolk Registry District of the Land Court. Deeds or Orders of Taking to be recorded with the Suffolk County Registry of Deeds or to be filed for registration with the Suffolk Registry District of the Land Court shall be accompanied by a separate vote of this Commission specifically authorizing such conveyance or acquisition. Said named individuals are further authorized and directed to execute and deliver Grant Agreements involving the City of Boston, Public Facilities Department, in the name and on behalf of the Commission as they may deem necessary or appropriate.”

    FURTHER VOTED:  The taking of the foregoing vote and the naming of the above individuals, when approved by the Mayor of Boston, shall serve to expressly rescind that certain Certificate of Authority dated September 14, 2022 recorded on October 21, 2022, with the Suffolk County Registry of Deeds in Book 68335 at Page 219, and filed with the Suffolk Registry District of the Land Court as Document Number 00938912.
