Third Party Electricity Supply for Municipal Aggregation

The City of Boston (the “City”), acting by and through its Commissioner of Environment (the “Official”), requests proposals from qualified competitive suppliers (“Vendors”) to provide Electricity Supply and related administrative services to the City’s Community Choice Energy municipal aggregation program (the “RFP”).

An electronic copy of the RFP may be obtained after 12 o’clock noon Eastern Time (ET) on March 6, 2023, at the City’s Supplier Portal (https://www.boston.gov/departments/procurement) under Event ID EV00011958. The RFP will be available up to the deadline for the submission of Non-Price proposals as set forth below. This RFP is exempt from the public bidding requirements of M.G.L. c.30B pursuant to sec. (1)(b)(32) thereof.

Vendors shall submit their Non-Price proposals electronically via the City’s Supplier Portal no later than 4 o’clock p.m. ET on March 28, 2023. Price Proposals providing indicative pricing will be separately submitted electronically via the City’s Supplier Portal at 12 o’clock noon ET on March 29, 2023, in the form specified in the RFP. Final pricing will be submitted via the City’s Supplier Portal no later than 11 o’clock a.m. ET on April 5, 2023, in the form specified in the RFP.

Proposals must be submitted in conformance with the provisions of the RFP. Should the City execute a contract pursuant to the RFP, the City shall determine the term of the contract based on Vendor proposals. The term of the contract shall be for a period of not less than six months nor longer than three years. The contract term will commence on the first meter-read date on or after December 1, 2023, or as soon as possible thereafter, and will terminate no later than December 31, 2026.
