Boston Landmarks Commission Hearing

The Boston Landmarks Commission will be holding a virtual public hearing on February 28, 2023, at 4 p.m.

    I. DESIGN REVIEW HEARING 4:00 PM 

    23.0615.259 BLC – BOND-HAMPTON HOUSE, 88 Lambert Ave, Roxbury

    Applicant: Michael Winston (Owner) & Tesla Roof Tile Representatives

    Proposed work: Replace asphalt roof with Tesla solar roof tiles & add a new entrance and two light wells for an ADU unit in the main house.

    PROPOSED WORK: Proposed adaptive reuse of the Blessed Sacrament Church that will create 55 new affordable and workforce apartments. Project also includes a 250+ capacity multipurpose community space and exterior landscape spaces for community use. 

    II. ADMINISTRATIVE REVIEW/APPROVAL: In order to expedite the review process, the commission has delegated the approval of certain work items, such as those involving ordinary maintenance and repair, restoration or replacement, or which otherwise have a minimal impact on a building’s appearance, to commission staff pending ratification at its monthly public hearing. Having been identified as meeting these eligibility criteria and all applicable guidelines, the following applications will be approved at this hearing:

    Applicants whose projects are listed under this heading NEED NOT APPEAR at the hearing. Following the hearing, you will be issued a Determination Sheet to present at the Inspectional Services Department (1010 Massachusetts Avenue) as proof of project approval when applying for permits. ISD personnel will send an electronic copy of your building-permit application to the commission staff for review. (To avoid potential confusion, the text of your building-permit application should be consistent with the project description given below.) Commission staff will accordingly authorize the execution of the work, attaching any applicable provisos, reflecting the relevant guidelines and precedents. 

    PLEASE NOTE THAT FOLLOWING ISSUANCE OF THE DETERMINATION SHEET NO FURTHER CORRESPONDENCE WILL BE ISSUED for the applications listed below. The electronic building-permit application as annotated by commission staff will constitute your Certificate of Appropriateness; this will be valid for two years from the date of the hearing.     PROPOSED WORK:  Boston Public Garden Lagoon Liner Improvements - install a geotechnical fabric liner to prevent leaching of hazardous materials into the water. Fabric liner will be concealed by a pond fines/sand mixture and stone to match the existing basin materials.

    PROPOSED WORK:  Work consists of: replacing the sign over the main entrance, replacing the interior window sign, installing a new blade banner sign and small vinyl letters on entrance door.

    PROPOSED WORK: Dig 4 test pits to investigate hidden construction of wall and intersection of tomb walls. The Archaeology Department has been consulted on the work.

    Discussion and Vote:  Acceptance of a perpetual preservation restriction on 50 Cedar

    Street, Roxbury, MA to fulfill a requirement of the Community Preservation Act Funding that supported acquisition of the property by 50 Cedar Street Holdings LLC.

    KENMORE BLOCK OF COMMONWEALTH AVE MALL #019

    Improvements to Kenmore Block will create more usable public space along Commonwealth Avenue Mall and upgrade the space to comply with ADA accessibility standards. Design elements for this project include new paved pathways (concrete, bituminous concrete, granite cobbles, and concrete unit pavers), more bench seating, improved lawn areas, increased planting space, memorial relocation of the Lombard Lamp and a memorial bench, and pedestrian lighting.
