As the Department Head for Human Resources (HR), you will drive strategic planning, operational excellence, project management, and on-going monitoring of key transformation initiatives across the enterprise, with a focus on transforming the City of Boston’s HR from a function of service delivery, to a driver of strategic talent, business outcomes, and overall employee experience.

Work to develop and oversee the City of Boston’s diversity goals and objectives in the areas of hiring, leadership, training, strategic planning, retention, and recruitment. You will lead the team that educates and advises on City of Boston policies and procedures, investigates concerns about potential policy violations and other workplace behavior, and supports our teammates through challenging workplace situations. Your goal is not only to ensure that all City departments and employees understand and adhere to our workplace policies and procedures, but to evaluate and improve our work in this area on a continuous basis.

You will perform difficult and complex factual, policy, and legal analyses and research to investigate allegations of violations of City policy and workplace standards while working proactively to address workplace issues and increase compliance with City of Boston policies. To be successful, you must develop trust, rapport, and strong working relationships with the Offices of Human Resources and Labor Relations, and leads in other City departments.

You will provide technical inputs for the end-to-end transformation of the Human Resources (HR) function to deliver great experiences for the HR Shared Services with call center, case management, knowledge management, and employee lifecycle campaigns. In this role, you will play a key role in business transformation and deploying processes and connected HR service delivery solutions with a priority on data insights and simplified processes.

Essential work activities include project planning and reporting, communications, task management, administration, and other activities related to the design and rollout of new employee-facing programs for the City of Boston.

What is People Operations?

The Administration and Finance Cabinet, formerly headed by a Chief who oversaw over 10 departments, recently became two separate cabinets: the People Operations Cabinet and the Finance Cabinet. 

Chief People Officer Alex Lawrence oversees the newly formed People Operations Cabinet, which consists of the City’s central departments of the Office of Human Resources, the Office of Labor Relations, the Registry, and City appropriations including Health Benefits, Unemployment Compensation, and Workers Compensation.

The restructuring refocuses these departments on not only delivering administrative needs but also supporting Boston’s greatest asset in delivering effective government: City workers. Together, we are working to implement improvements to how the City supports its workers in ways both big and small, including mental health supports and employee transit benefits.

The salary depends on the job. All of the full-time jobs come with benefits and selected applicants may be eligible to join a union. You can see the salary range and union affiliation when the positions are posted to the Career Center.

ARE THESE ON-GOING, FULL-TIME POSITIONS?

Unless noted, these are on-going, full-time positions with benefits. There is a six-month probationary period for all new hires at the City of Boston.
