Lisa Conley

Deputy Chief

Lisa Conley joined the Human Services cabinet in May 2022. As Deputy Chief, Lisa helps to align and coordinate the many departments in the human services cabinet to provide equitable, high quality services to Boston residents. Before coming to the city, Lisa worked for fifteen years in various roles in the public and private sectors. 

Most recently, Lisa was the Policy Director at the Betsy Lehman Center for Patient Safety, an independent public agency in Massachusetts that focuses on reducing the incidence of medical harm in the Commonwealth. In this role, Ms. Conley led various multi-stakeholder projects aimed at improving health care quality and safety, including sepsis care in hospitals and long-term care facilities, emergency department safety, home care during COVID-19, and most recently, a research report aimed at ensuring equitable access to doula support for MassHealth consumers. 

Prior to working at the state, Lisa was on the senior leadership team at the Boston Public Health Commission, where she led cross-agency initiatives, board of health regulatory activities, and state and federal legislative advocacy. At BPHC, she steered policy initiatives for tobacco control, obesity prevention, and addressing the social determinants of health. She also led the city’s Health in All Policies work, which culminated in a health impact assessment of the city’s Living Wage Ordinance. 

Lisa holds a Juris Doctor from Northeastern University School of Law, a Master of Public Health from Tufts University School of Medicine and a Bachelor of Arts from the University of Massachusetts Amherst. In her free time, Lisa enjoys running, spending time outdoors with her kids and dogs, and baking.
