Pursuant to Massachusetts General Laws Chapter 149A, § 5, the City of Boston’s Public Facilities Department (PFD) is requesting statements of qualification (SOQ) for Construction Management at Risk Services for the Josiah Quincy Upper School Project.



The City of Boston intends to deliver the Josiah Quincy Upper School Project by the Construction Management at Risk (CM) method pursuant to the requirements of M.G.L. c.149A with a Guaranteed Maximum Price (GMP).

At the time a CM firm submits its SOQ, it must include therewith a certificate for General Building Construction from DCAMM and a Sponsor Verification Certificate from the Department of Labor Standards--Division of Apprentice Training for the trades of Carpenter and Construction Craft Laborer. See the RFQ package for more information.

Applicant firms must

have experience on the following types of projects: Construction Management at Risk; MSBA funded secondary education projects, U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) certified silver or higher; and state-of-the-art, high-rise buildings.



Applicant firms, at a minimum, must also have experience on projects in the following settings: dense, constrained urban sites and secondary school construction. Additionally, firms are encouraged to highlight any experience in zero-lot-line construction projects, projects involving demolition in dense constrained sites, and construction projects in the close proximity to transportation infrastructure.



This procurement process is qualifications based and will consist of a two-phase selection process pursuant to M.G.L. c.149A. This RFQ is the first phase of the two-phase selection process. PFD is prequalifying firms interested in providing public CM at Risk Services for the project through this RFQ process. PFD will evaluate submitted SOQs based upon the identified evaluation criteria as set forth in the RFQ and will select those Respondents it deems qualified. Only those Respondents deemed qualified will then be invited to submit a proposal in response to a detailed Request¬¬ for Proposals (RFP), which will be issued in the second phase of the procurement process. 



The scope of work includes CM at Risk Services to develop a new, approximately 175,000 gross square foot middle-upper school to be built on the combined site of the existing JQUS School at 900 Washington Street and the Boston Chinese Evangelical Church at 249 Harrison Avenue, Boston, Massachusetts 02116. The Construction Manager at Risk’s scope of work is also expected to include enabling work at 152 Arlington Street to ready swing space for the existing JQUS 6th. & 7th. Grade classes currently housed at the 900 Washington Street campus. A detailed scope of CM at Risk services is included in the RFQ package. Construction documents will incorporate the requirements of Massachusetts General Laws Chapter 149A, the requirements of the final building program, and will strive for the highest achievable and economically viable LEED certification (the City of Boston’s current minimum certification is LEED v4 Silver). 



The Josiah Quincy Upper School will be built in conjunction with the requirements and procedures under the Massachusetts School Building Authority Reimbursement Program.

Completion of the project is estimated to be in the Summer of 2024. 



The OPM RFQ Application Package will be available on or about June 29, 2020 at the Public Facilities Department Bid Counter to all interested parties.  The OPM RFQ Application Packages are only available electronically and by requesting access for such through bid.info@boston.gov.   Qualification Statements must be submitted in sealed envelopes and returned to PFD, Bid Counter, 26 Court Street, 1st Floor, Boston, Massachusetts 02108 by August 17, 2020 no later than 12:00 P.M. (Eastern Standard Time). LATE QUALIFICATION STATEMENTS WILL NOT BE ACCEPTED.

The Prequalification Process will be complete by Fall of 2020. There is an RFQ briefing session scheduled for July 21, 2020 at 9:00 AM. The briefing session will be held virtually via WebEx. Please see below for instructions on participation:
