Nexus Study on the Relationship Between Non-Residential Development and the Cost and Supply of Housing and Employment Opportunities for all Boston Residents

The City of Boston Director of the Department of Neighborhood Development through this Request for Proposals (RFP) is seeking interested and qualified Applicants to provide consultant services to DND to conduct a nexus study documenting the impacts of non-residential development on (a) the cost and supply of housing and on (b) employment opportunities for all Boston residents in order to determine whether there should be changes in the City’s Development Impact Exaction (more commonly known as “Linkage”) requirements, as outlined in the Boston Zoning Code.

The deadline to submit all questions regarding the RFP is 2/9/22, by 5:00 pm, by email to tim.davis2@boston.gov

A contract will be awarded with a contract term of 6 months, 4/1/22–9/30/22.  There will be one option to renew the contract for an additional 6 months, 10/1/22 –3/31/23.

The RFP package will be available beginning January 18, 2022 from the City’s purchasing website, Supplier Portal (boston.gov/Procurement).
